Expertise Board of SETJEN DPR RI and Telkom University Organized FGD

BANDUNG, Telkom University – Expertise Board of the Secretariat General of the DPR RI in collaboration with Telkom University organized a Focus Group Discussion (FGD) with the theme ‘Development of the Big Data System of the Secretariat General of the DPR RI’. This event was held on Wednesday (14/07) virtually and broadcast via Facebook and Youtube Channels of the SETJEN DPR RI as well as the Parliament’s TVRI Streaming.

Dean of the School of Economics and Business, Dr. Ratri Wahyuningtyas, S.T., M.M., explained that currently, the use of Big Data with Predictive Analytics is the key to understanding the process of making a digital product, namely data and how it works. The importance of Big Data is of course not only related to how much data is owned but also about what companies and industries do with that data.

“We hope that through our activities this afternoon we can exchange information and of course add to our shared insight and insight, it is hoped that our activities during the day can provide wider benefits which of course provide solutions to problems faced in the environment around us is related to the current Digital Era,” said Dr. Ratri.

This event was opened symbolically by the Deputy Chairman of the House of Representatives (BURT) House Representatives, Dr. H. R. Achmad Dimyati Natakusumah, S.H., M.H., M.Sc. In his Address, Dr. Dimyati explained that Big Data itself must have a large capacity and be well organized to create a parliament. The hallmark of a modern parliament is the existence of an E-Parliament that uses Big Data.

“The main component in E-Parliament is humans as users, namely members of the DPR and the community as well as the democratic process which continues to receive support. The architecture is hardware and software related to Big Data that must be prepared, as well as data stored and analyzed. In addition, human resources that can handle it are also needed. This is very important,” said Dr. Dimyati.

Dr. Dimyati also said that the essence of E-Parliament is about the services available, including parliament with parliament, parliamentarians with parliamentarians, parliament with the public, and parliament with the media. The benefits of Big Data can be processed and can provide useful information for decision making in response to problems or issues encountered, such as emergency response actions, action plans for improvement and recovery, analysis of public aspirations and complaints as well as public information, as well as supporting the implementation of tasks and functions members of the DPR RI, thereby increasing public confidence in the DPR RI, reducing costs, and accelerating the discussion process as well as data analysis.

“So in the current situation and conditions, the availability of access points as many as 413 devices throughout the Senayan DPR Building is proof of the seriousness of the Secretary-General to the DPR RI and all employees who also participate in assisting the duties of DPR members related to various activities, especially the Law. , Videography, Infographics, Analysis, APBN, and others. In addition to the website, there are 93 applications of the E-Parliament concept that support the DPR RI application, the DPR RI e-mail application, and many other applications.

Dr. Ir. Indra Iskandar, M.Sc., as the Secretary-General of the DPR RI explained further about the modern parliament. In the context of supporting parliamentary functions, the role of Big Data is very important to be implemented immediately. Data transformation is the basis for policy formulation and important decision-making processes for the DPR.

“The decision-making system can be integrated into the DPR’s Big Data to support the effective and productive implementation of modern parliamentary functions. Of course, as a predictive analytics function, that needs to be a daily discussion right now,” explained Dr. Indra.

Dr. Indra added that the decision-making system must be intelligent and adaptive, starting from the function of drafting laws, monitoring functions, and budgeting functions in the DPR. This transformation process is being pursued optimally to be implemented in the organization to respond to the dynamics of changes that occur. The current DPR continues to respond to environmental changes that are increasingly dynamic and the challenges that are increasingly complex in the future.

“Big Data development within the Secretariat General of the DPR RI is also very important, especially for the Expertise Body as a supporting system for the DPR RI in terms of substance. Hopefully, the FGD between the Secretary-General of the DPR RI and Telkom University will be the beginning of a new era for cooperation and synergy in the implementation of Big Data in supporting the performance of the Secretary-General of the DPR RI to become a modern parliament.

Dr. Inosentius Samsul, S.H., M.Hum., as the Head of the Expertise Board of the Secretariat General of the DPR RI explained that the development and development of Big Data within the DPR RI requires the right strategy. In addition, the information and communication technology infrastructure that is built will require human resources who are capable of digital integration, both internal data exchange and or external data exchange run well and smoothly.

“The development of the Big Data system is vital for the Expertise Board of the Secretariat General of the DPR RI, especially in supporting the functions, duties, and authorities of the DPR RI. Like a system related to expertise, the Expertise Board requires accurate, precise and fast data as raw materials and sources of materials in every activity, especially in policymaking in the DPR RI.”

The Expertise Body of the Secretariat General of the DPR RI wants to maintain the commitment that policy formulation in the DPR RI applies what is called Evidence-Based Legislative Policy Making, meaning that the data and information presented to the Council can improve and add data and information arguments so that debates in the Commission are good. In the context of discussing the Law as well as discussing the APBN and the supervisory function, it is supported by strong data, both data in the empirical sense and data in the sense of supporting scientific ideas. In this way, a truly high-quality working atmosphere or meeting can be created because the board members are supported by accurate data.
