Telkom University Launches Patriot Net for Disaster Mitigation

BANDUNG, Telkom University โ€“ As one of the disaster preventions and mitigation measures in Indonesia, Telkom University creates an innovation product entitled PATRIOT-Net, which is a monitoring network system (SJM) with sensor and recovery network system (SJP) with mobile base station (BTS) to provide communication access and emergency data in the disaster-stricken areas. With the system, the victims and rescue team can communicate with each other to speed up the assistance.

PATRIOT-Net, which stands for Prevention and Recovery Networks for Indonesia Natural Disaster based on Internet-of-Things, is researched and developed by the Center for Excellence in Science and Technology of Higher Education (PUI-PT) Advanced Intelligent Communications (AICOMS) Telkom University in collaboration with industry and government partners, namely PT. FUSI Globalย  and the Regional Disaster Management Agency (BPBD), City Government of Padang.

The PATRIOT-Net research project is funded by Indonesian Endowment Fund for Education (LPDP), Indonesian Ministry of Finance, through the Competitive Innovative and Productive Research (RISPRO) since 2018. The origin of the initial idea for PATRIOT-Net is from Massive Random Access for Internet-of-Things (IoT) technology which was proposed by Dr. Eng. Khoirul Anwar to Europe during his EU-FP7 RESCUE project (2012-2017) and Yurekuru, a mobile application in Japan for disaster information.

The SJM of PATRIOT-Net consists of a set of pre-disaster monitoring network systems comprising a collection of IoT sensors equipped with a mobile application for early detection of (1) landslides, (2) floods, (3) earthquakes, and (4) tsunamis. The monitoring systems in SJM are integrated with the central information control and command center (located in the government office) that can provide early warning and disaster status information to the public through the PATRIOT-Net app.

Meanwhile, the SJP of PATRIOT-Net consists of BTS mobile whose official technology is named as Mobile Cognitive Radio base Station (MCRBS). The technology is utilized to provide communication access and emergency data in the areas affected by disasters to facilitate communication between victims and rescue teams. The SJP is prioritized to operate (move around) on Day 1 and to act as a private network on Day 2. Whereas in Day 3, the SJP is utilized as an extended network for operator networks.

Director of PUI AICOMS Telkom University, Dr. Eng. Khoirul Anwar also explained the potential the product has in the future (5G-Advanced (2025) and 6G (2030)) in the grand launching event of PATRIOT-Net, which was held in Damar building, Telkom University, Tuesday (14/2). The regional leaders in West Java also officially introduced the research product of PATRIOT-Net, consisting of SJM and SJP, and its potential development, particularly for the wind monitoring sensor in West Java.

โ€œWe, the PATRIOT research team, together with our research partners, would like to introduce the research product of PATRIOT-Net. As a dissemination effort for the result of this research, it is expected that this product can be implemented in every city and regency across Indonesia,โ€ explained Dr. Khoirul in his presentation.

The Executive Head of Regional Disaster Management Agency of Padang City, Dr. Endrizal, also expressed that Padang has been utilizing Tel-U’s innovation product PATRIOT-Net and the product has been a great help in preventing fatalities in 2022.

โ€œWe are immensely grateful for the existence of PATRIOT-Net. In 2022, there were around 491 disasters in Padang, and due to the alert given by the product, we were able to respond to the victims quickly, resulting in zero fatalities from all disasters. We believe that this product should be implemented across Indonesia as it is highly effective in reducing the number of disaster victims.โ€ said Dr. Endrizal on this testimony.

The CEO of PT. FUSI Global Teknologi Yan Syafri Hidayat, as Partner 1 in PATRIOT-Net shared that PT. FUSI has been collaborating with Telkom University for more than 3 years to support the research since 2018. The research is the most comprehensive research, covering everything from theory to prototyping, and field testing in Padang, leading up to todayโ€™s commercialization.

โ€œWe are very confident that this product is very useful for the community, not only due to the function, but also because Indonesia is currently lacking in disaster sensor devices. Through this collaboration, we are able to distribute this device across the nation for the benefit of Indonesia.โ€ explained the CEO.

Rector of Telkom University, Prof. Adiwijaya in his opening speech expressed his pride in this event, there was a PentaHelix collaboration consisting of the media, industry, academia, government, and community.

โ€œWe (Tel-U) would like to express our gratitude to PT. FUSI as our partner. With their help, we are able to launch this innovative product, so that this product can provide benefits for Indonesia. This is Tel-Uโ€™s contribution for disaster mitigation. We cannot prevent the disaster, but the PATRIOT-Net technology can provide aid in disaster anticipation and condition restoration after a disaster occurs.โ€ said Prof. Adiwijaya.
