The Partnership Model Between Universities and Corporates through The Cooperative Education Program

The background of this research is the phenomenon of high percentage of unempoyment in Indonesia in the middle of the era of globalization and asian economic community where competition between countries increasingly tight, based on data in 2014 Indonesia is still saddled with the amount of unemployment as much as 7.15 million people including 398,615 unemployed scholars. It is also convinced from the other data of  the Ministry of cooperatives and small and medium enterprises which is shown that only 17% of fresh-graduates who are interested in becoming entrepreneurs. The objective of this research are, first: examine an overview of the implementation program cooperative education (co-op) as seen from the perspective of education administration. Second: examine the principles and indicators of the strategic partnership. Third: examine an overview of the process of learning the graduates to become entrepreneurs. Fourth: examine an overview of the implementation benefits of the co-op program. Fifth: examine how the co-op program can increase students ' interest in being entrepreneur. And sixth: finding an alternative to an initial model of partnership between universities and the private industry  through the cooperative education program  to enhance students' interest in becoming entrepreneur. This study is using a qualitative approach with case study  as the research method. The data collection process is putting to use interview, observation, and study the documentation. The sample of respondents determined with purposive sampling and snowball sampling. The data  analysis is conducted in inductive and interpret the data and information which is obtained from the field by comparing the theory, concepts and guidelines and construct generalizations. The respondents are composed of leadership in the organization's human resource center, community development center in Telkom, the owner of the Small Medium Enterprises, entrepreneurs, Secretary of the Board of the development partnership program (DPPK), the rector of Institut Manajemen Telkom (IMT) and undergraduate students of Co-op program. The finding of this study are ; First: the researchers conclude in the first selection process the co-op program in college and Telkom have to be addressed. Second: the principles of the partnership require mutual trust, mutual benefit, interdependence, openness and honesty among parties. The requirement for achieving strategic indicators are: a long-term partnership, developing student’s interest in becoming entrepreneurs, extended performance, embedded mutual trust occurrence, creating value for society, and increased competence. Third: the push factors of being entrepreneur are; environment, interesting experiences, opportunities and courage to take risks. Fourth: co-op program has many benefits for university, students, Telkom, and owners of Small Medium Enterprises and Fifth: the co-op placement program in the UMKM has been proven improving students interest of being entrepreneur. The researcher's recommendation is by addopting a model of partnership between universities and private sector (Industry) through the cooperative education program, has already enhanced students ' interest in being entrepreneur. Furthermore it is expected to be one of alternative solutions to improve the entrepreneurial interests of students and being future creative and innovative entrepreneur.
